At Cloneshouse, we specialize in enhancing the monitoring, evaluation, and learning (MEL) capabilities of government institutions to drive transparency, accountability, and strategic decision-making. Our collaboration with the Nigeria Extractive Industries Transparency Initiative (NEITI) highlights our expertise in developing sustainable MEL frameworks for public institutions.

 

Building NEITI’s M&E Foundation (July 2014 – July 2016)

Following a recommendation from the World Bank, NEITI established a Monitoring and Evaluation (M&E) Unit to enhance its ability to track the impact of extractive transparency efforts in Nigeria. Cloneshouse consultants played a pivotal role in laying the foundation for this unit by:

  • Developing M&E Capacity – Designed and delivered basic M&E training tailored to the needs of the newly formed unit.
  • Participatory Indicator Development – Facilitated the creation of key measurable indicators to assess NEITI’s impact.
  • Rapid Evaluation – Conducted an initial assessment of the unit’s capacity and operational gaps.
  • Drafting an M&E Plan – Co-developed a structured M&E plan to guide the unit’s long-term goals and effectiveness.

By equipping NEITI’s team with fundamental M&E knowledge and tools, Cloneshouse contributed to the institution’s ability to measure and improve transparency efforts within Nigeria’s extractive industries.

Strategic Advisory Support for NEITI (February – March 2019)

In 2019, Cloneshouse consultants provided technical advisory support to strengthen NEITI’s strategic direction in M&E. Our role included:

  • Reviewing NEITI’s Strategic Plan – Conducted an in-depth review of NEITI’s multi-year plan to ensure alignment with national and international extractive industry transparency goals.
  • Short-Term Advisory Support – Provided targeted support to the technical M&E department, refining monitoring frameworks and evaluation methodologies.
  • Capacity Strengthening for M&E Units – Assisted in fine-tuning the operations of the M&E team, ensuring improved data-driven decision-making processes.

This engagement reinforced NEITI’s commitment to transparency and accountability, ensuring that its M&E strategies were aligned with best practices and global standards.
