Project Description

Cloneshouse played an integral role in supporting JICA’s ex-post evaluation of the “Project of Reinforcement of Power Supply to Accra Central” in Ghana. This project aimed to enhance the stability of power supply, reduce electricity transmission and distribution losses, and support industrial development and improved livelihoods in Accra.

Specific Work Undertaken:

  1. Policy and Strategy Analysis:
    • Gathered and analyzed information on Ghana’s governmental policies and strategies in the electricity sector.
    • Assessed alignment of the project with Ghana’s development objectives, such as the National Electrification Scheme (NES) and VISION 2020.
  2. Field Surveys:
    • Planned and conducted field surveys at project sites to assess the implementation and impacts of the transmission and substation facilities.
    • Collected additional data and documented observations related to the project’s infrastructure and operations.
  3. Stakeholder Engagement:
    • Arranged and confirmed appointments with key stakeholders involved in the project, such as governmental agencies, local utility companies, and project beneficiaries.
    • Conducted interviews with stakeholders to gather qualitative insights and feedback on the project’s implementation, outcomes, and challenges.
  4. Data Collection and Analysis:
    • Collected and reviewed additional project-related data and documents to validate findings.
    • Provided critical inputs to assess the effectiveness and sustainability of the project in achieving its objectives.
  5. Evaluation Report Development:
    • Supported the development of the evaluation report by synthesizing data, observations, and feedback into actionable insights.
    • Contributed to the identification of synergies between the project and other JICA initiatives in the energy sector.
