Project Description
Between 2018 and 2019, Cloneshouse collaborated with the Bureau of Public Enterprises (BPE) to strengthen the capacity of its Post-Transactional Performance Monitoring and Evaluation Department. This engagement focused on developing a robust result-based monitoring and evaluation (RBM&E) system to improve the oversight of privatized public assets.
Project Components & Impact
Our work with BPE was structured into three key components:
Component 1: Scoping Study and Evaluation
- Conducted a comprehensive assessment of the existing M&E system, identifying key gaps and opportunities for improvement.
- Applied the UNDP Human Capacity Model (2017) to evaluate staff capabilities and determine priority training areas.
- Designed customized evaluation questions to measure knowledge levels before and after training sessions.
Component 2: Five-Day Capacity Building Training
Cloneshouse delivered an intensive 5-day training for key staff of the Post-Transactional M&E Department, covering essential topics such as:
- Result Chains & Strategic Planning – Aligning BPE’s M&E efforts with national objectives.
- Developing Measurable Indicators – Strengthening the capacity to track privatized enterprise performance.
- Monitoring for Results – Implementing data-driven decision-making approaches.
- Conducting Evaluations for Policy Impact – Enhancing the use of M&E data to inform policy and oversight decisions.
- Analyzing, Reporting & Using Findings – Improving data interpretation, reporting, and stakeholder engagement.
This training incorporated interactive learning methods, real-world case studies, and hands-on exercises using actual BPE projects to ensure practical application.
Component 3: Post-Training Technical Assistance
For 12 months post-training, Cloneshouse provided:
- Advisory services to refine BPE’s M&E reporting systems.
- One-hour strategic workshops to enhance knowledge retention.
- Networking opportunities to connect BPE staff with M&E experts in related fields.
- Guidance on modifying reporting requirements to better capture privatized enterprise performance.
Results & Achievements
Through this engagement, Cloneshouse significantly strengthened the capacity of BPE staff, equipping them with the skills needed to design and implement a robust result-based monitoring and evaluation (M&E) system. Participants not only deepened their understanding of M&E principles but also gained practical insights into applying these concepts within the post-transactional performance monitoring framework.
A key outcome of the project was the enhanced utilization of data in decision-making. Staff members learned how to leverage evaluation findings to drive policy reforms and improve oversight of privatized public enterprises. By integrating data-driven approaches into their workflow, BPE’s M&E unit became better positioned to assess the long-term impact of privatization efforts.
Beyond immediate training outcomes, the project laid the foundation for a sustainable M&E system by fostering a culture of continuous learning and improvement. The knowledge transfer extended beyond the initial training, ensuring that staff could adapt to evolving evaluation needs and effectively track the performance of privatized entities over time.
Additionally, the project contributed to stronger stakeholder alignment, supporting the development of key performance indicators (KPIs) that align with national privatization objectives. By refining these indicators, BPE enhanced its ability to measure success, report transparently, and ensure accountability in post-transactional monitoring.
Overall, Cloneshouse’s engagement with BPE not only enhanced institutional capacity but also reinforced the organization’s role in ensuring the effectiveness of Nigeria’s privatization policies through a structured and results-driven M&E approach.
