Project Description

Cloneshouse is rendering technical assistance to the  International Institute for Democracy and Electoral Assistance (International IDEA) Sweden to enhance the effectiveness of Justice Reform Teams (JRTs) and Administration of Criminal Justice Monitoring Committees (ACJMCs) through key activities. Initially, Cloneshouse will develop a comprehensive workplan in consultation with JRTs and ACJMCs leadership. They will support the collation and analysis of reform initiatives by JRTs, focusing on their impact on criminal justice administration.

A needs assessment will be conducted for JRTs and ACJMCs in Abia, Adamawa, Anambra, Edo, Kano, Lagos, Plateau, and the FCT, covering human capacity, skill sets, resources, regulatory and policy frameworks, and monitoring, evaluation, and learning (MEL) requirements. Cloneshouse will study the interlinkages between JRTs and ACJMCs to improve coordination and avoid role duplication.

Cloneshouse will also help JRTs and ACJMCs refine their mandates and strategies, developing annual workplans and medium-term strategies prioritizing justice sector reforms. They will provide training on MEL systems to build capacity and evaluate inclusivity for women, children, and persons with disabilities.

Finally, Cloneshouse will support the implementation of midterm strategy plans, annual workplans, and MEL frameworks to strengthen JRTs and ACJMCs and promote a more equitable justice system.
